RICHARD STEIN TO RECEIVE CBC 2005 AWARD OF HONOR

Join us for lunch on October 19th as Richard A. Stein, the Senior Managing
Director of Mesirow Stein Real Estate, receives the prestigious 2005 Chicago
Building Congress Award of Honor.
Over the course of his 30-year career, Richard A. Stein has been involved in
some of the largest construction projects in Chicago. A highly-respected real
estate entrepreneur, Richie has spearheaded significant residential, commercial
and civic projects. His contributions to the fabric of the city can be seen and
felt at McCormick Place, O'Hare Airport, the Lyric Opera House, the Chicago Board
of Trade, the University of Chicago's Hyde Park Center, and United Center.
Richie's relationship with the city goes well beyond the walls of the planning and
development department. He has also been recognized for his social conscience and
civic affiliations, and for his advocacy of economic opportunities for minorities,
women and community-based businesses.
An individual whose life embodies a civic spirit that transcends mere personal
success, Richie often acknowledges that his achievements are shared by all those
involved in the process. He is very well respected by architects, engineers and
contractors alike.
Richard Stein founded his firm, Stein & Company in 1971. Over the course of
the next two decades, he was responsible for some of Chicago's most recognizable

developments, including the AT&T Corporate Center and the USG
Corporate Headquarters. In 1997, Stein & Company was acquired by Mesirow Financial.
This addition added a thriving real estate component to compliment the financial
firm's other business units.
Today, Richie's impact on the Chicago skyline continues with Mesirow Stein as a
principal member in the consortium now responsible for an $850 million western
expansion at McCormick Place. Other current undertakings include University
Village, the CTA Corporate Relocation, and the University of Chicago's Graduate

CBC returns to lovely Bloomingdale Golf Club on June 21, 2006, to reprise this year's
successful event. While golf opportunities dwindle as we enter Fall weather and begin
worrying about the onset of another Chicago Winter, the sunny skies of next Summer beckon
with fresh possibilities. It's never too early to set aside next year's important dates,
including the popular CBC Golf Classic. Once again, we will have ample sponsorship

Welcome to the Fall edition of the CBC Edifice newsletter. Things are really
heating up for our new season, and I see an exciting year ahead for the Congress.
First, I want to thank Rosemarie Andolino, Executive Director of the O'Hare
Modernization Program, for her informative presentation at our September 21st
meeting. Rosie is a tremendously effective administrator to have in this key
position, and the City's efforts to improve both safety and efficiency at
O'Hare will bear fruit for the Chicago economy for many years to come.
Second, heartiest congratulations are in order for Richard Stein on being honored
as the 2005 recipient of CBC's prestigious Award of Honor. I've known Richie for
many years, and can think of no one more deserving of this honor. By all means,
attend our October 19th Award of Honor meeting, when he will receive the Award.
This is always a festive and fun meeting set against the serious backdrop of
recognizing an industry leader's lifetime of accomplishment. Call the CBC office

Looking a little farther down the road, we also have a great program lined up for
November 16th, when Andrew Valasquez, of the Chicago Office of Emergency Management
and Communications, will brief us on the City's emergency preparedness plans. In
light of the recent disasters in our Gulf states,

this will be a very timely and informative program that will bring us all up to
speed on this important topic.
The January 18th meeting will bring our annual "Economic Forecast" program and
the welcome return of Carl Tannenbaum, Chief Economist of LaSalle Bank. Regular
attendees look forward to Carl's witty and insightful presentations, and take
home a reservoir of knowledge to employ during the new year. Once again, we will
co-host this event with CFMA, the Construction Financial Management Association.
Turning to another topic, we look forward to the comprehensive 2006 edition of the
useful CBC Directory that has already entered production. Now is the time to place
your advertising in the 2006 Directory that provides valuable exposure for your
firm all year long at a very moderate cost. For the last two years, the Directory
has been a particularly good value, with the electronic web site version (constantly
updated all year long) included at no additional charge.
Finally, we are also preparing for a new round of Merit Award nominations. Merit
Awards Chair Fred Berglund advises that nomination packages are being prepared,
so now is the time to gather all the necessary pictures and project descriptions

dynamic building industry and provide a memorable event that just keeps building

THE O'HARE MODERNIZATION PROGRAM
Presented at the September 21, 2005, CBC Membership Meeting

O'Hare's existing airfield has seven runways, which all intersect except
for one. The O'Hare Modernization Program (OMP) will reconfigure the
airfield into a more efficient and modern, parallel configuration, similar
to airfields at Dallas Fort-Worth and Atlanta Hartsfield airports.
The Modernization of O'Hare's airfield will be a phased process.
The first step in the modernization process is to build and open the far
north-runway (Future Runway 9L-27R). When operational, this runway will
provide delay reduction during bad weather. During bad weather, the current
airfield can only accommodate two arrival streams. The new north runway
will allow the airport to accommodate three arrival streams.
The second step in the modernization process is to extend an existing runway
(Future Runway

10L-28R), to build and open a new runway (Future Runway 10C-28C),
and to close existing Runway 18-36. It may include the construction of a new
western concourse facility if market conditions demand additional gates.
This step will provide additional runway length, airfield capacity, and
operational flexibility.
The final step in the modernization process is to extend an existing runway
(Future Runway 9R-27L), to build and open two new parallel runways (Future
Runways 9C-27C and 10R-28L), and to close existing Runways 14L-32R and 14R-32L.
Based on market conditions, this step may also include the construction of
additional gate facilities in the west terminal area and the airport's
existing terminal core. The new western terminal facility will enable the
development of new roadways at the west side of the airport.

SEAOI CONTINUING EDUCATION SEMINAR
Practical Antiterrorism Design
Terrorist attacks inflicted over the last fifteen years have increased the
perceived risk of similar incidents at other facilities, including government,
military, diplomatic, and commercial "icon" buildings. Mitigation of this
threat has heretofore been the exclusive domain of a small handful of expert
firms and individuals utilizing highly specialized techniques and tools.
Today it is important that "ordinary" structural engineers have at least some
awareness and capability in this area, especially since a vehicle bomb
(the most popular terrorist weapon) can damage or destroy not only the target
building, but also others nearby. Now, simplified analysis and design
methodologies and user-friendly computer programs make this possible.
The SEAOI one-day seminar will address the following topics:
- Applicable standards/guidelines from ASCE, DoD, FEMA, & GSA.
- Risk assessment to establish antiterrorism design criteria.
- Non-structural strategies for risk reduction.
- Uncertainties and assumptions in blast effects analysis & design.
- Characterization of blast loading on affected elements.
- Selection of response limits based on desired level of protection.
- Vulnerability assessment using pressure-impulse diagrams.
- Dynamic and equivalent static analysis.
- Glazing hazard evaluation using software & wind pressures.
- Progressive collapse resistance using tie forces & load paths.
Jon A. Schmidt, P.E., SECB is the featured presenter. A senior structural and
security engineer with Burns & McDonnell in Kansas City, Missouri, he has
eleven years of experience working on aviation, industrial, commercial, and
institutional facilities for government, military, and private-sector clients.
He is responsible for evaluation of antiterrorism force protection (ATFP) on
all of the firm's Department of Defense projects, including explosives effects
analysis and protective design as necessary.
The course provides 7.5 hours of continuing education hours. The seminar will
run from 8:00 a.m. to 5:00 p.m. on November 17, 2005, at Maggiano's Little
Italy Restaurant at 111 W. Grand Avenue, Chicago, Illinois. Lunch is included
in the cost of the seminar. Registration and a continental breakfast begin at
7:30 a.m. Reservations are required...call Donna Childs at the SEAOI office
at 312.649.4600 (x200) by 3:00 p.m. on Friday, November 11, 2005. Course Fees
are: $250 by November 11th ($300 after) for SEAOI/AISC members; $300 by November
